Impact Evaluation: Improving Learning Environments together in Emergencies (ILET)

Save the Children is a non-governmental organization whose mission is to inspire breakthroughs in how the world treats children and achieve lasting change in children’s lives. To this end, Save the Children is a critical player in the humanitarian sector, actively implementing Education in Emergencies (EiE) programs.

Save the Children Norway is looking for a consultant to conduct an impact evaluation of our programme Improving Learning Environments Together in Emergencies (ILET). Our objective is to assess the impact of ILET on improving learning environments for children in emergencies in specific countries (South Sudan, Somalia, Niger).

The purpose of the evaluation

This evaluation aims to obtain a comprehensive assessment of how ILET programming has impacted the results for children by improving the learning environments. The evaluation shall be conducted based on the established quality standards for development evaluation (OECD/DAC) and the principles for development evaluations set out by these criteria. The consultant (or the team) will work closely with Save the Children Norway and Save the Children in-country planning and data collection.

ILET

ILET is built on Save the Children’s comprehensive conceptual framework for quality learning based on our understanding of what makes a quality basic education: https://resourcecentre.savethechildren.net/document/quality-learning-framework/.

It is a participatory tool designed to inform programming to improve learning environments in

humanitarian contexts to empower community-led school improvement processes. The tool enables communities to improve the quality of the learning environment through a participatory, data-driven, and sustainable process of planning and implementing School Improvement Plans. We are looking for a consultant (or a team) with the following competencies and skills:

  • Documented experience in producing high quality and credible evaluations (examples required)
  • Minimum of Masters's degree or a Ph.D. in Social Science research or similar fields.
  • At least 7 years of experience in academia, international organizations, or national programs related to education.
  • Extensive experience with education in emergencies and technology to support emergency education programs.
  • A solid understanding of education in Niger, Somalia, and/or South Sudan is an asset.
  • Experience applying qualitative and quantitative research techniques (please include previous work samples).
  • Strong interpersonal skills, respect for cultural diversity, and demonstrated ability to communicate effectively with diverse stakeholders, including children.
  • Language requirements: English and French. The ability to conduct interviews/focus groups in French is essential. In addition, the deliverables should be written in English.
  • Ability to provide conclusions and recommendations for different kinds of stakeholders.

  1. A technical proposal, including a work plan and methodology (max 3 pages).
  2. A financial proposal, including an appropriate budget breakdown. The budget should be in NOK and include the VAT.
  3. A CV (CVs for all team members if applicable)
  4. Three references to organizations who have contracted the consultant(s) for a similar assignment.
  5. Samples of previous work.
  6. Please indicate availability. We are particularly interested in candidates who can start as soon as possible. The fieldwork should be completed before the summer vacation in the relevant countries.

Deadline for submission: April 20, 2022.

Short-listed candidates should be available for interviews between April 25 and April 27, 2022.
