In order to periodically be able to strengthen our Finance capacity, RFN invites to tender for a Framework Agreement for Financial Controller.

Purpose and Scope

The Framework Agreement shall entitle RFN to purchase Financial Controller consultancy capacity in accordance with the Framework Agreement, but RFN will not have an obligation to purchase any specific quantity of consultancy hours during the term of the Framework Agreement.

Examples of possible tasks for the Financial Controller:

• Provide financial controller capacity to RFNs Finance department, International Programs department or Country Office.
• Assist the controller team or finance advisors in tasks related to the partner portfolio.
• Participation in projects, evaluations and process improvements.
• Development of policies and procedures.
• General financial and accounting duties

The offer related to the Framework Agreement may include a presentation of more than one consultant if relevant for the tenderer.

Time frame

The time frame for the Framework Agreement is 2 years from mid-September 2024, with option for RFN to call for additional 1 + 1 year.

The first Awarding Contract is planned to commence mid-September 2024 with a time frame of 6 – 9 months on 80 – 100% basis for one FTE (Full Time Equivalent).

Qualification of the consultant(s)

The consultant(s) offered for the Framework Agreement must fulfill the following requirements:

• Advanced knowledge in financial management acquired through higher education (normally a master’s degree, minimum bachelor’s degree). In most cases, formal education can be compensated with documented and relevant experience.
• Strong competence in financial management, budgeting, and reporting
• Experience with and understanding of challenges related to financial management in NGO’s and partner organizations.
• Strong analytical skills and ability to research and resolve accounting discrepancies.
• Experience from development of routines and procedures within financial management.
• Language skills: Fluency in Norwegian, English and French is a minimum requirement. Other languages like Spanish, Portuguese or Bahasa Indonesia are an asset.
• Strong collaboration and communication skills.
• Be able to travel to DRC or other rainforest countries such as Brazil or Indonesia for periods of 1-3 weeks.
